NEWS ON SCOTTISH LEGISLATION

Property Factors Bill

For the first time in history we now have a parliamentary bill to regulate property managers. This has been introduced by the Scottish Parliament as a private members bill of Patricia Ferguson SMP.

The Bill passed it's third reading on 3rd March 2011 and now looks set become legislation during the next Scottish parliamentary session. The full text of the bill (as passed) is available at:

Quality in Common

In May 2010 the Scottish Government issued a consultation paper on a voluntary accreditation scheme for property managers and factors, entitle Quality in Common. The consultation paper is available at:

You can read the IRPM response to this consultation here. In summary, we made the point that any accreditation scheme should be under pinned by requirements for qualifications, membership of recognised professional bodies and on-going professional development.

The Scottish Government are currently reviewing all responses received and we are continuing to make representations, along with Asset Skills (Scotland) and RICS, in line with our response (above).

How regulation and accreditation will sit together has not currently been worked out by the Scottish Government.

 

Land Management Companies
