Jeff Platt - Former CEO, IRPM
By popular demand, we have dragged Jeff Platt back out of semi-retirement to once again act as our host for the day. As former CEO of IRPM, Jeff requires little introduction. His diplomatic skills are legendary and no doubt he will complement the valued contributions of our speakers with a sprinkling of wit.
Christopher Hodges - Emeritus Professor of Justice Systems at Oxford University
Christopher Hodges OBE PhD FSALS FRSA is Emeritus Professor of Justice Systems at Oxford University and Fellow of Wolfson College, Oxford.
His expertise is regulatory and dispute resolution systems He is a founding member of the International Network for Delivery of Regulation (INDR), and he advises many governments and businesses across the world. He is Chair of the Housing and Property Redress Group, which aims to modernise the dispute resolution system in England and Wales, and he is a member of the Commonhold Council and was a member of the Regulation of Property Agents Committee.
His many books include Ethical Business Practice and Regulation (with Ruth Steinholtz); Law and Corporate Behaviour (2015); Delivering Dispute Resolution (2019); Regulatory Delivery (with Graham Russell, 2019).
He has held a Professorship at Erasmus University, Rotterdam, and Honorary/Visiting Chairs at the China University of Political Science and Law, Beijing, Leuven University and ANU Canberra, and he has been a Fellow of the European Law Institute.
Siobhan McGrath - President of the First-tier Tribunal
Siobhan McGrath is the President of the First-tier Tribunal (Property Chamber). Prior to her appointment, she was the Senior President of the Residential Property Tribunal Service for 13 years and before that had been a barrister specialising in Housing and Landlord and Tenant law. She has edited a number of publications including the Housing Encyclopaedia and the Housing Law Reports and was a part-time lecturer at the London School of Economics. She sits as a Recorder in Civil and Chancery jurisdictions and is a Deputy High Court Judge.

Roger is recognised as one of the UK’s leading experts in residential leasehold property law and has over 14 years’ experience. He has played a key role in the development of leasehold case law and legislation. His work includes statutory lease extensions, collective enfranchisement and right to manage claims; freehold acquisitions; ground rent portfolio sales and purchases; residential service charge disputes; applications to the First-tierTribunal (Property Chamber) and appeals to the Upper Tribunal (lands Chamber), including applications to determine service charge liabilities, applications to appoint a manager and applications to vary leases.
